'CLMMRH improvements to continue'

Improvements in hospital services and facilities will continue at Corazon Locsin Montelibano Memorial Regional Hospital in Bacolod City despite changes in the management, designated hospital chief Dr. Epifania Simbul yesterday said.

Although her assignment order did not specify her term of office, Simbul said she will continue implementing programs and policies that will result to better hospital services at CLMMRH.

The delay in the release of the Oct. 1 to 15 salaries of hospital employees and payments of other hospital obligations were also addressed as the necessary changes in CLMMRH bank records were straightened out, Simbul said.

Earlier, hospital employees complained that the position of hospital chief was left vacant after Dr. Jaime Bernadas' tenure expired on Oct. 15 and the Department of Health central office have not named his official replacement. Bernadas, Simbul and Carlito Pilirin composed the management team assigned in July this year to CLMMRH by DOH Secretary Francisco Duque III to run hospital operations pending the investigation on alleged irregularities at the hospital.

Simbul said Bernadas and Pilirin went back to their original posts but were named consultants of CLMMRH. Bernadas, who was the DOH Region 10 assistant regional director, was with the Davao Regional Hospital in Tagum prior to their assignment to CLMMRH.

As consultants, they are bound to report to CLMMRH anytime and will submit their regular report to the central office, Simbul said.

She said Ramon Nigapatan is the recognized administrative officer at CLMMRH and she hopes to discuss the issue with Baylon.

Earlier, Baylon said he will remain at CLMMRH pending the complaint he filed before the Civil Service Commission.

In his letter-complaint, Baylon cited Section 6 of the Magna Carta for Public Health Workers which stated that public health workers who believes that there is no justification for his transfer or reassignment may appeal his case to the CSC which shall cause the reassignment to be held in abeyance. Baylon said he discussed his complaint with Dr. Bernadas before the latter left Bacolod City.*NAB
