PNP reports 24 illegal gambling
operators in Bacolod, Neg. Occ.

The Negros Occidental Police Regional Office 6 yesterday ordered police commanders to be more aggressive in their campaign in Bacolod City and the province and reminded them again that the “one strike policy” is still in effect.

“We want our police to be aggressive in our campaign to put an end to this problem,” Chief Supt. Cipriano Querol, regional police director of Western Visayas, said as he reported the existence of 24 illegal gambling operators in Negros Occidental, especially in Bacolod City.

Querol said he noted a decrease in anti-illegal gambling operations last week in Bacolod City and Negros Occidental, compared to previous months.

Meanwhile, policemen arrested two persons engaged in illegal gambling in Brgy. 2 poblacion, Sagay City.

Chief Inspector Gabriel Gutierrez, Sagay police chief, yesterday identified the suspects as Maximo Tumacas, 51, and Joey de la Cruz, 29, both residents of the place.

Gutierez said the arrest of Tumacas and de la Cruz yielded P766 in alleged cash bets, assorted tipsters and paraphernalia of the illegal gambling outfit “Cancha”. Both are now locked up in jail.

Querol warned police commanders that they should not take lightly his order, citing the relief of seven police chiefs in Western Visayas last year, under his “one-strike policy” on illegal gambling.

Under the PNP “one-strike policy”, any successful anti-illegal gambling operation conducted by the newly-activated PNP Anti-Illegal Gambling SpecialOperationsTask Force in a town or city, will result in the relief of the chief of police or the precinctcommander.

A city police chief will be removed from his post when two of his subordinate Police Community Precinct commandershave been relieved under similar circumstances.

The relief of three police chiefs in a province or chartered city under the “one-strike policy” will cause the removal of the provincial or city director, Querol said.

Aside from being relieved from their positions, he added, the chiefs of police who are remiss in the performance of their duties will also be investigated for negligence. * GPB

Police apprehend ‘carnapper’
who came back for his bicycle

A suspected carnapper was apprehended by Station 7 policemen, when he came back for his bicycle that he left in front of the residence of the owner of the tricycle he had taken, in Brgy. Vista Alegre, Bacolod City, Tuesday.

Senior Supt. Ricardo de la Paz, Bacolod City police director, identified the suspect as Dixon Menos, 20, of Purok Kagaykay in Brgy. 2, Bacolod.

Complainant Eduardo Retoriano, 42, told the police he discovered his tricycle, with plate number 060410, gone at about 12 a.m., and instead saw the bicycle of the suspect.

Station 7 commander, Chief Insp. Levy Pangue, said Retoriano coordinated with the police and waited for Menos to return, and when he came back at about 10 a.m. he was arrested immediately. Station 7 operatives then went to his residence to recover Retoriano’s tricycle, he added.

Pangue told the DAILY STAR that Menos would scout for tricycles to steal and would pretend to be a scavenger so he would not be arrested if caught.

He added that they also received information that Menos has carnapping cases in other areas, although he still needs to verify this.

Charges will be filed against Menos, who is now detained at the lock-up cell of Police Station 7, before the Bacolod City Prosecutors Office.*APN
