DENR to deputize 35 cops

Thirty-five police officers in Region 6 will be deputized by the Department of Environment and Natural Resources as Environment and Natural Resources Officers after completion of their three-day training on forestry laws in Iloilo.

The “Pulis Kalikasan” trainees are also expected to beef up the Task Force Ilahas, a special enforcement team created by the provincial government of Negros Occidental, composed of policemen, to enforce forestry and environmental laws, in the province.

TFI is headed by Supt. Armando Tubongbanua, who is the group director of the Negros Occidental PNP Public Safety Company.

Chief Supt. Cipriano Querol, regional police director, said the three -day seminar on environmental laws, recently held at Camp Martin Delgado in Iloilo, and participated by in 35 police officers from six provincial police offices, two city police offices and from the 6th Regional Public Safety Battalion, is a requirement for them to be deputized as ENROs.

Querol said the police ENROs will also serve as focal persons of the PNP in cases involving violation of forestry laws and other campaigns of the DENR in their areas of assignment.

As deputy Environment and Natural Resources Officers, these police officers will serve as members of the Regional Anti-Illegal Logging Task Force, the functions and duties of which as stipulated in DENR Administrative Order 2008-22 are to assist in the enforcement of laws, rules and regulations governing environment, forestlands, mineral lands and protected areas, issuance of apprehension receipts, seizure orders and notices of administrative hearings including proceedings necessary for the conduct of the administrative adjudications of illegally procured, transported, owned/possessed and/or utilized forest products, wildlife, minerals and other natural resources.

The police ENROs may also apprehend, even without warrant, any person who has committed or is committing in his or her presence any of the offenses provided in environment and natural resources laws, rules and regulations.

In 2011, the police seized about P2.5 million worth of lumber in 114 operations in Western Visayas, which led to the arrest of 105 persons.

"What we have accomplished last year manifests serious problem affecting our forests, but maybe what we are seeing is just the tip of an iceberg," Querol said. * GPB

Distrito backs Chicken
Inasal fest revival

Bacolod Councilor Caesar Distrito expressed support to the revival of the Chicken Inasal Festival, Bacolod’s world famous food trademark, that is being pushed by Mayor Evelio Leonardia.

Distrito, chairman of the Sanggunian Committee on Markets and Slaughterhouse, said “The unique Bacolod’s Chicken Inasal delicacy is really the food that guests and tourists look for once they are in Bacolod, and the mayor is right in his move to revive it”, a press release from his office said.

Chicken Inasal is the trademark of Bacolod, like the Bangus Festival of Dagupan, Pangasinan; Suman Festival of Baler, Aurora; Mangahan Festival of Guimaras, and many others, he said.

Distrito said the revival of the Chicken Inasal Festival will not only give additional income to the Manokan Country stakeholders, but also to the entire poultry industry in the province. It will also help restaurants that will participate in the festival, the hotels and even small entrepreneurs, he said.

Some sectors want to continue the holding of the traditional inasal grilling at the Manokan area at the Reclamation, chicken inasal dress up and cooking contest, night shows and concert at the reclamation and public plaza, and many others, Distrito said.

“In order to make this successful, the stakeholders, aside from the city officials, should be actively involved in the planning and implementation of the project, like those of Manokan Country, the restaurants and hotel associations, the transportation sector, the police and barangay officials, market vendors associations, he said.

This is to ensure that the objective of the festival as envisioned by Leonardia, which is to promote Chicken Inasal as the Bacolod trademark, to strengthen the city’s tourism-promotion activities and ensure income generation for local entrepreneurs, will be achieved, he added.

Distrito said City Ordinance 482, series of 2009, authored by former Councilor Alex Paglumotan, mandates that the city should have a Chicken Inasal Festival during the second quarter of every year, and considering that the Chinese Festival is in the first quarter, while Masskara is at the beginning of the fourth quarter, Bacolod is now known to have year-long celebrations of festivals.*CGS
