Hold order on 9 DepEd
designations questioned

Officials of the Department of Education in Negros Oriental are in a quandary, after Undersecretary Rizalino Rivera issued a hold-order on the designation recently signed by Secretary Armin Luistro, involving nine schools superintendents.

These involved Bianito Dagatan, who was designated to the Bais City schools division; Bernardo Ysolan, Tanjay City division; Marilyn Andales, Dumaguete City division; Mario Andong, Guihulngan City Division, all in Negros Oriental.

Hold-orders were also issued on the designations of Ramir Uytico as Negros Oriental schools division head; Caridad Labe, who was promoted as assistant regional director; Evangel Luminerias as Tagbilaran schools division superintendent; Nympha Bongo for the Bogo City division in Cebu; and Senen Paulin to the Naga City division.

Uytico, who said he had already assumed his new post when the hold- order was faxed to his office, said he will seek legal advice if nothing is changed in the coming weeks. The issue on whether an order from the undersecretary can supersede that of the secretary should also be resolved, he said.*JG
