Senior Supt. Allan Guisihan, provincial police director, yesterday said he foresees a peaceful June 2 special election for the 5 th district congressional seat in Negros Occidental.
Guisihan, however, said he expects Supt. Leo Agpangan, supervisor of the PNP in southern Negros, to submit an assessment report of the ongoing peace and order situation in the 5 th district, which is composed of Himamaylan City, Binalbagan, Hinigaran, La Castellana, Moises Padilla and Hinigaran.
The Comelec, the Armed Forces of the Philippines and National Police are scheduled to meet on May 10 to discuss election security arrangements in the 5 th district for the June 2 special elections.
A petition has been filed at the Comelec to stop the special election in the Negros Occidental 5 th district, which was declared vacant by Congress, following the death of Rep. Ignacio “Iggy' Arroyo on Jan. 26 in London.
Provincial Comelec supervisor Jessie Suarez, however, yesterday said there is no order yet for them to stop the election preparations.
Petitioner Romulo Macalintal said it is impractical to hold an election in June for one position that will cost the Comelec P21.6 million to benefit only a few policemen when the regular elections are set in May next year already.
Suarez said the Commission is not threatened by the petition of Macalintal.
The 45-day election period for the June 2 special election for the 5 th district congressional seat started April 18, with the campaign period from May 17 to 31. The filing of certificates of candidacy for the May 13, 2013 elections, meanwhile, will be from October 1 to 5 this year.
