Kagawads deny
‘sabotage’ of livelihood grants

The five kagawads of Brgy. Felisa accused of sabotaging the grants intended for the members of Bangga Totong, Fish, Meat, Vegetables, and Ambulant Vendors’ Association of Brgy. Felisa from the Department of Labor and Employment, yesterday denied that they are doing that but are only questioning the process in which the proposal and the resolution were approved without their knowledge.

At a press conference at the Negros Press Club building in Bacolod City, the kagawads, Sanny Barcenal, Milagros Casilagan, Rodrigo Tamayo, Felipe Hilado, and Joel Lavarro said they have no right to sabotage the grants but it was also unfair to them and to their constituents to have such resolution authored by Brgy. Capt. Mona Dia Jardin, without their knowledge

Casilagan said that the DOLE proposal and resolution were never recorded in their previous minutes.

The resolution was falsified because it has a different letterhead from the official ones used in their past resolutions for special sessions, Casilagan said.

The kagawads also pointed out that Jardin submitted a Barangay Resolution 124, dated Oct. 10, 2011, that states the intention to avail of capability building services from DOLE.

However, they claimed that such document was also falsified because there is an existing resolution passed on the same date and with the same serial number.

Jardin said that the proposal and the resolution for the DOLE project were recorded in the minutes during their regular sessions and that it was unanimously approved by the council in their next session.

She also told the DAILY STAR that it was an honest mistake by the barangay secretary who failed to change the date and the resolution number for the project.

"As the head of the barangay, I am taking full responsibility of that honest mistake." Jardin said.

The correct date and resolution number for the DOLE project should be Oct. 8, 2011, Resolution 125, she said.

The kagawads have also filed a case for falsification of public documents against Jardin before the Office of the Ombudsman-Visayas.

Barcenal also said that they are willing to talk and settle the resolution with Jardin and the members of the association so the grant can be released. However, he said, they want the money to be awarded to the association that needs it most. *LTG
