The City Development Council decided yesterday to hold in abeyance the request of Philippine Ports Authority for an endorsement of a port zone delineation for the Port of Banago in Bacolod City and to create a committee to study its overall economic effect, Bacolod Vice Mayor Jude Thaddeus Sayson said.
The motion was presented by Barangay Captain Antonio Ongsingco of Brgy. 4, during the CDC meeting yesterday at the Bacolod City Government Center .
Sayson said the meeting presided over by Mayor Evelio Leonardia was attended by representatives from the business sector, non-government organizations and private organizations.
Enrique Fuentebaja, manager of the PPA-Port Management Office based in Pulupandan, Negros Occidental had written Sayson that the PPA had submitted documents to his office that included a port zone delineation processing stage indicator, revised proposed PZD plan, draft of executive order (to be submitted this week), and hydro/topographical survey plan.
In his letter dated July 20, 2013, Fuentebaja said they submitted these documents to the Office of the Mayor in a letter dated October 10, 2011 that was endorsed on October 25 to Gloria Arguelles, acting City Planning and Development Officer, by City Administrator Rogelio Balo and that, after an initial meeting with the City Administrator, a revised PZD plan was made by the surveyor and submitted to Balo.
Fuentebaja apologized to the Vice Mayor for not furnishing him a copy of their request saying that their normal practice in other local government units is to course it first to the Office of the Mayor.
Fuetebaja added that they are willing to present their PZD plan to the SP and will welcome suggestions, clarifications and questions on the matter.* CGS
