The proposed plebiscite on the creation of barangay Paglaum will cost about P5 million, the Commission on Elections Office in Bacolod said yesterday.
Mavil Majarucon-Sia, Comelec Election Officer, however, also said the final estimate, will come from the Office of the Deputy Executive Director for Operations (ODEDO) of COMELEC main office. This was during the committee conference conducted by the Committee on Laws, Ordinances and Good Government chaired by Bacolod Councilor Caesar Distrito.
Distrito said that once the Sangguniang Panlungsod approves the committee report, an ordinance will be introduced setting the date of the plebiscite and appropriating funds for it.
He said the City Legal Office had issued an opinion affirming the legality of City Ordinance 37 creating Barangay Paglaum, that is only being acted upon after 24 years.
During the committee conference, Distrito said, all concerned parties agreed to set the tentative date of the plebiscite on December 15, 2012.
He said the 120 days requirement of the Local Government Code should be followed and the entire Sanggunian decides the date of the plebiscite.
He added, however, that even if the Sanggunian approves it, the plebiscite will still depend on the availability of funds. Only the Mayor could make this happen, he said.
