First district mayors slam
guv on 20% fund allotment

Several mayors in the first district of Negros Oriental are questioning the allocation and disposal of the 20 percent Economic Development Fund of the provincial government.

Jimalalud Mayor Reynaldo Tuanda, president of the League of Municipal Mayors in the Philippines-Negros Oriental chapter, said he has the impression that Gov. Roel Degamo is overly interested in where the projects are implemented, and that those identified by the governor are being prioritized.

The mayors also expressed concern that the projects of the governor are directly given to the barangay captains, and not coursed through them.

Bindoy Mayor Valente Yap said that if the practice continues, the membership of the Provincial Development Council should exclude the local chief executives, and be composed of barangay captains instead.

Degamo said Tuanda is aware that mayors are given the responsibility to identify the projects that will be funded by the EDF in their areas, but the implementation is with the Provincial Engineers Office, that prepares the program of work, designs and the engineering detail.

He added that there is no prohibition for barangay councils to ask for projects directly from the governor.

Degamo said he does not know why the barangay captains go directly to him for projects, and said that, perhaps, they have not been attended to by their mayors.*JG
