NFA exceeds quota
for rice distribution

The National Food Authority in Negros Occidental exceeded its rice distribution target by 197 percent last month, while the palay procurement achieved only 16 percent of its target, Cynthia Luz Chua, senior grains operations officer, said yesterday.

Chua said their target for rice distribution is 8,000 bags but they reached 15,773 bags last month, while the palay procurement was only 2,439 bags compared to its target of 15,000 bags.

She said palay procurement was low but this only means that traders and commercial buyers offer better prices to farmers.

Chua said farmers from Central Negros and those from Sipalay and Candoni sold their clean and dry palay with 14 percent moisture content to NFA. They are still ready to buy palay as their procurement fund balance is at P3.5 million, she also said.

The program for palay procurement of NFA has also increased the delivery incentive rates of the farmers, Chua said.

The buying price of palay is P17 per kilograms for both individual farmers and farmers’ cooperative.

They have P0.20/kg drying incentive and delivery incentives rates of P0.20/kg, P0.30/kg, P0.40/kg and P0.50/kg are added to it.

The farmers’ cooperative has an additional P0.30/kg for their cooperative development incentive, she said.

The delivery incentive rate was originally at P0.20/kg but it was increased based on the distance of farm to the buying stations, she also said.

Farmers within 0 to 10 kilometers from the buying stations get P0.20/kg, beyond 10 to 20km get P0.30/kg, beyond 20 to 30km get P0.40/kg, and beyond 30km get P0.40/kg.

Chua also said the cooperative development incentive fee is entrusted to NFA and the cooperative beneficiary can use the funds for their post harvest facility projects, purchase of fertilizers and NFA rice, among others.*LTG
