at P100 million, PPA says

Typhoon “Pablo” may have spared Negros Oriental in terms of lives lost with only two casualties and leaving minimal damage to property, but cost millions of pesos on government infrastructure.

The Philippine Ports Authority reported an initial damage of around P100 million, and a team of technical personnel and engineers are arriving from Manila to determine its extent.

Acting Dumaguete port manager, Annie Lee Manese, stayed at her quarters at the port but evacuated to the administration building until she was rescued by a fire truck.

Manese said she was devastated to see the onslaught of “Pablo”.

Among those damaged were the modern Passenger Terminal Building with broken glass windows, the walkway, the X-ray machine that costs more than P10 million, the new paving block constructed at P50 million, and portions of the rock causeway at the reclaimed area.

Manese said the reclamation project alone costs more than P100 million.

Pier 1, that was undergoing repair and rehabilitation worth P70 million, also had damaged slabs.

Manese assured that pier operations will continue, although manually, with RORO 3 and RORO 4 available only for smaller vessels.

She said that, if not for the typhoon, the DOCUMI port in nearby Bacong town would have been the alternate port for bigger passenger vessels while Pier 1 is being repaired. The private pier, however, also incurred damages.

Manese said the challenge for PPA now is to look for alternate ports for cargoes when the rehabilitation of the Dumaguete port starts.

It is eyeing the possibility of reinforcing smaller port facilities, like those in Tandayag, Amlan, Bacong or Dauin.

Clearing operation is being prioritized at the port of Dumaguete, as well as the accounting of documents and accountable forms, and to determine which equipment are still functioning and the restoration of power at the port.*JG/JFP
