San Carlos treasury,
assessor's best in R6
SILAY GETS PLAQUE

The City Treasurer's Office and City Assessor's Office of San Carlos City, Negros Occidental, were awarded as Most Outstanding Treasury and Assessment offices, respectively, in Western Visayas for 2011, in the pre-planning and yearend reassessment performance conference-workshop of all city and town treasurers and assessors, held in Iloilo City, recently.

The San Carlos CTO got the highest performance rating of 95.68 percent, and the Assessor's Office 96.35 percent, after the evaluation conducted early this year by the Bureau of Local Government Finance, Region 6, in coordination with the Regional Association of Treasurers and Assessors, a press release from the city said.

City Treasurer Amy Grace Bolivar was also awarded Most Efficient in the submission of quarterly reports on electronic statement of receipts and expenditures and real property tax collection, the press release also said.

Evaluation criteria included revenue generation, 50 percent; management operating system, 45 percent; and special project /best practice adopted, five percent.

Both the treasury and assessment are linked under the Enhanced Tax Revenue Assessment and Collection System of the city to efficiently and accurately manage, monitor and improve collection of taxes, the press release added.

Meanwhile, Silay City's CTO received a plaque of recognition as one of the best 5s implementers, or sorting of old files, systemizing, sweeping, sanitizing and self-discipline, in the same activity.

The award was given by RATA Inc. president, Rudante Gupeteo, and BLGF Region 6 director Melba Sullivan, the press release said.

Silay Treasurer Elsie Jimenea said they have attended the integrated seminar workshop on “5S: Key to a productive workplace for assessment and treasury offices” and have done the echo-seminar on the Anti-Red Tape Law of 2007, Performance Management System-Office Performance Evaluation System, and the launching of 5S last 2009, the press release also said.

Land Tax Division head, Luz Argusar, announced that they have extended office hours to 7 pm, Monday-Friday, until December 29, and on December 24 and December 31, they will be open from 8 a.m. to 12 noon, with no lunch break strictly observed, the press release added.*

Snake lantern
contests slated

The Bacolaodiat Festival on Feb. 7 to 10, 2013, will usher in the Chinese New Year celebration with the snake lantern making-contests open to local government units in the province and Bacolod City barangays.

2013 is the Year of the Snake, and LGUs and Bacolod barangays are urged to field their best snake lanterns for display at the provincial Capitol lagoon and park and at the Bacolod Government Center, for the LGUs and the barangay categories, respectively, a press release from festival organizers said.

Lanterns should be able to stand extreme weather conditions as these will be displayed outdoors, and must be well lighted. Entries must have a minimum of 10 feet length, minimum height of 5 feet and a base with a minimum height of 2 and one half feet.

The LGU category entries will be exhibited at the lagoon grounds from February 4 to 15, while those from the barangay category will be displayed at the BGC from January 28 to February 15, the press release also said.

Dev't workshops
set in Hinigaran

Rep. Alejandro Mirasol (Neg. Occ., 5 th District) has approved the training proposal of the Philippine Rural Reconstruction Movement-Negros Office, for partner sectoral organizations in Hinigaran town, Negros Occidental.

The project will be implemented this month until next year, and costs about P250,000, with the funds coursed through the Hinigaran LGU. A memorandum of agreement will be signed between Hinigaran Mayor Hermilo Aguilar and the PRRM-Negros, a press release from the organization said.

PRRM-Negros area manager Edwin Balajadia said the grant will have direct benefits on basic value formation and capacity-building for leaders and representatives of about 20 partner community and sector-based organizations of PRRM in Hinigaran.

Small farmers and fishers, rural women and other marginalized sectors will be assisted in building and strengthening their capacities on sustainable area development, and enabling them to advocate their issues and actively participate in local governance, Balajadia said.

The training project will include educational activities, like seminars and workshops on sustainable development, community empowerment, and good governance, the press release added.*

VAW symposium
held in Bacolod

About 123 mothers from Barangay Taculing, Bacolod City, participated in the symposium organized recently by the Soroptimist International of Bacolod in the barangay in line with its campaign to end violence against women.

Resource speakers were Sangguniang Panlungsod members Em Ang and Sonya Verdeflor, and former SP member Jocelle Batapa-Sigue, a press release from the club said.

The symposium, held at the Soroptimist Daycare Center building in Taculing, was an affirmation of the club's opposition to VAW, its president, Melba Tan, said in the press release.

She added that many women are still unaware of their basic rights and of their options in cases of abuse, the press release added.*
