BY GILBERT BAYORAN

Retired General Victor Ibrado is back in the military as consultant of the Department of National Defense, after having retired as Armed Force Chief of Staff in March 2010.

Ibrado, a Negrense, former Air Force chief Lt. Gen. (ret.) Willie Florendo and former Navy chief Vice Admiral (ret.) were hired as consultants by the DND in the procurement of about P70 billion worth of military hardware and equipment.

The Defense Acquisition System of the DND is aimed at fast-tracking the modernization program of the AFP for its Army, Air Force and Navy.

Ibrado served as Philippine Army commander and later as AFP chief during the administration of former President Gloria Macapagal-Arroyo, while Fernandez and Florendo served in the administration of former President Joseph Estrada.

The DND aims to sign contracts for 138 projects under the AFP modernization program before July this year, that includes the purchase of attack helicopters for the Philippine Air Force, additional ships for the Philippine Navy and modern equipment for Army soldiers.

DND spokesman Peter Paul Galvez said Ibrado. Florendo and Fernandez will provide “the necessary expertise” as consultants, of the Defense Acquisition System.*GPB
