‘Illegal gambling
present in 1st district’

Sr. Supt. Edward Carranza, provincial director of the Philippine National Police in Negros Oriental, debunked the claims of some quarters that the police are concentrating their anti-illegal gambling operations only in the second and third districts of the province.

Sr. Supt. Carranza, said illegal gambling, specifically “swertres”, also thrives in the first district.

In fact, he said, the PNP’s biggest “swertres” apprehension in recent months was in Canlaon City in the first district, where a suspected financier was arrested and some P250,000 in “swertres collections” had been recovered.

Another raid held several weeks ago in Guihulngan City led to the confiscation of minimum volume of suspected illegal gambling paraphernalia, such as tally sheets, Carranza said.

“The truth is, most bettors (on “swertres”) come from the second and third districts as the first district (areas) is quite mountainous and has less population,” he added.

He also said that the PNP has a list of suspected “swertres” operators in the first district of Negros Oriental.

A recent PNP operational accomplishmen report presented by Carranza during a briefing with Provincial Board members, showed that 481 operations against illegal gambling were conducted from January to December 2011, with a total of 245 cases filed.

“Swertres” topped the list with a total of 328 operations carried out, followed by Cary y Cruz with 31, (illegal) cockfighting, 21, card games, 23 and other illegal gambling games, 15.

Total arrested persons for “swertres” in the same period included 16 coordinators, 289 collectors/runners, and 70 bettors.

Items confiscated include P389,582.80 in “bet money”, 898 tally sheets, 535 stubs, 95 carbon papers, 97 staplers, 96 ball point pents, nine sets of playing cards, 69 calculator, 79 fighting cocks (dead and wounded), several gaffs, 68 motorcycles, 43 tables, 18 chairs and 41 flat stones, the briefing report showed.* JFP
