PNP revokes gun
licenses of former BM

The Firearms and Explosives Office of the Philippine National Police has revoked the gun licenses it had issued to former Negros Occidental Board Member Angelito Lagman Colmenares, who has been charged in court for illegal possession of firearms.

PNP records show that Colmenares had licenses for his .38 caliber Colt with serial number 275415, .45 caliber Colt pistol with serial number 7oSC11981, a Shotgun Mossberg 12 gauge with serial number L231943 and 12 gauge Akkar shotgun with serial number 9552502.

Chief Supt. Napoleon Estilles, FEO chief, in his memorandum, a copy of which furnished to the DAILY STAR, said the revocation of the gun license issued to Colmenares stemmed from the filing of charges against him for illegal possession of firearms.

This was after Chief Supt. Cipriano Querol, regional police director of Western Visayas, also recommended the revocation of the firearm licenses of Colmenares when they found out that the 7.62 caliber HPRFL(high-powered rifle) with serial number 1544272 and the .22 caliber LPFRL (low-powered rifle), that was among the firearms recovered during a raid in Brgy. Tuguis, Hinigaran, in July 13, 2010, had been tagged as “lost/wanted firearms”.

In his recommendation, Querol said, the circumstances that are grounds for the revocation of firearm license under the Revised Rules on the Revocation of Firearms License dated Sept. 11,2006, are pendency of a criminal complaint before the Prosecutor’s Office, or a case before the court for violation of the Revised Penal Code, or any special law criminal in nature, and the revocation recommended by the city, provincial regional director, or Civil Security Group director.

Estilles said Colmenares may surrender his firearms to FEO in Camp Crame, or to the nearest police station, within five days upon receipt of his letter.

Police records show that the raid on the house of the late parents of Colmenares in Brgy. Tuguis, Hinigaran, Negros Occidental, on July 13 last year, yielded an M-14 assault rifle, a .22 caliber rifle, a 12-gauge shotgun, a .45 caliber Colt Commander pistol, ammunition and magazines for various caliber of firearms, gun holsters, bandoleers and a magazine pouch.

In his counter-affidavit, Colmenares explained that the other firearms and ammunition, allegedly seized, had not been recovered or found in his possession, but in a house, where he no longer resides, or owns in Brgy. Tuguis.

He said the search warrant failed to comply with the mandatory legal requisites, hence, evidence obtained under it cannot be used as evidence against him.

Stressing that he is residing permanently in his house at Gardenville Subdivision in Brgy. Sum-ag, Bacolod City, Colmenares also maintained that what he has in Brgy. Tuguis, Hinigaran, is a poultry farm, sugarcane farm, fishpond, and a small office.

He also said that the vacation house that was subjected to search was owned by his late parents and was built in 1994, and was left under the care of his sister, Lilian Gallano, before and after the death of their father in May 18, 2010.*GPB
