Banago curfew
ordinance passed

The Bacolod Sangguniang Panlungsod ratified Wednesday an ordinance that imposes curfew on minors from 10 p.m. to 4 a.m. the next day after it was passed by the Sangguniang Barangay of Banago.

The ordinance said there is an alarming increase of minors with dependency on drugs or their substitutes, and getting involved in child prostitution, or juvenile delinquency, and living in the streets.

It said Brgy. Banago, pursuant to national laws and R.A. 7610 or Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act., will institute programs and measures that will ensure the protection of every child against exploitation, improper influences, hazards, and other conditions or circumstances prejudicial to his physical, mental, emotional, social and moral development.

The ordinance said Article 139 of P.D. 603 or the Child and Youth Welfare Code, provides that the city or municipal councils may prescribe such curfew hours for children as may be warranted by local conditions and the duty to enforce ordinances will devolve upon the parents or guardians and the local authorities.

Meanwhile, the SP approved a resolution requesting Mayor Evelio Leonardia to implement and enforce City ordinance 501, Series of 2009, or an ordinance granting free movie privilege to all qualified senior citizens of Bacolod City, laying down the basic criteria, mechanics and procedures for its availment, for the benefit of the senior citizens of Bacolod City.

The resolution said C.O. 501 authored by Councilor Dindo Ramos was enacted by the SP on July 29, 2009.

It said that, in order for the ordinance to be fully enjoyed by the senior citizens, the mayor is requested to direct the City Legal Officer to draft a memorandum of agreement between the city government and the operators of movie houses and theaters.
