Vigilantes in Bacolod City?

City Police Director Senior Supt. Ricardo de la Paz yesterday denied reports about the presence of mercenary groups in the city after the discovery of the body of a man, believed to have been summarily executed beside the road in Sitio Kabutangan in Purok 12, Brgy. Alangilan, Sunday.

De la Paz said he is not in favor of summary execution as a form of neutralizing criminals.

“We need to observe the rule of law bring the suspect to criminal justice,” he said adding that he will not tolerate summary executions.

As of yesterday, the body of a man found in Brgy. Alangilan remained as “Mr. X” and no one has claimed it at the morgue of the Alisbo Memorial Chapels in Bacolod.

De la Paz said that from the manner in which he was killed it appears that the suspects were really mad at him.

The victim had been found lying on his back, his hands tied with packing tape and nylon cord, and that, he also sustained gunshot wounds on his nape and his face.

Contrary to what he had said earlier, Station 5 chief, Senior Insp. Neil Exaltado yesterday said the victim could have been killed at the area where he was found, because nearby residents had heard several gunshots before the body was found.

The victim is described to be between 20 to 25 years old, about 5 feet and 4 inches in height, and  was wearing a gray T-shirt and long skinny pants, and has curly hair.*APN
