Hearing on creation
of new brgy set

The Committee on Laws, Ordinances and Good Government of the Sangguniang Panlungsod of Bacolod City will conduct a public hearing tomorrow on the petition of residents of Paglaum Village, Bacolod City, to implement City Ordinance No. 37, Series of 1987.

C.O. 37, or an ordinance creating Barangay Pag-laum, was enacted on Nov. 10, 1987 and signed into an ordinance by then Bacolod Mayor Amado Parreño Jr.

The petitioners asked the mayor and members of the Sangguniang Panlungsod to conduct a plebiscite, and to appropriate funds for it, to give effect and meaning to C.O. 37 passed during the Parreno administration but was not implemented after the new sets of officials took over, and by the succeeding SP that followed up to the present.

Councilor Caesar Distrito, chairman of the Committee on Laws, Ordinances and Good Government, said he has invited resource persons from the Commission on Elections, Department of Interior and Local Govenrment-Bacolod, National Statistics Office, barangay officials of Brgy. Mansilingan and Ragem Ymballa as the representative of the Paglaum residents who filed the petition.

Also invited are Councilor Mona Dia Jardin, president of the Liga ng mga Barangay, and representatives from the Bacolod Housing Authority, Public Affairs and Assistance Division, City Planning and Development Authority, City Legal Office and Office of the City Mayor, he said.

Distrito said the purpose of this public hearing is to give a definite and clear answer to the petition of the Paglaum Village residents and to check the provisions of C.O. 37, series of 1987.

He said the public hearing is very important since this is historical in the sense that if the plebiscite is successful, a new barangay will be created in Bacolod City, which should have been done years ago.

City Ordinance 37, states that Barangay Paglaum will be composed of 12 haciendas and three subdivisions like Paglaum Village, Sitio Buri, Hda. Guanzon, Hda. Hojilla, Hda. Tanalgo and Miranda, and Hda. Green Farm (Gonzaga).

The ordinance provided also that a plebiscite was supposed to be held on February 27, 1988 but this has not materialized due to unknown reasons.*CGS
