Chinatown ordinance

An ordinance creating the Bacolod City Chinatown Center, delineating its boundaries, granting incentives to the private sector who contributed to its creation, and appropriating funds for the implementation of the ordinance, was recently passed on third and final reading by the Bacolod Sangguniang Panlungsod.

Authored by Councilor Dindo Ramos, the ordinance said the City of Bacolod, in due recognition of the active participation of the private sector, particularly its brothers with Chinese lineage, will create a new growth center which will be appropriately named after the country of their origin or of their forefathers.

It said the Capitol Shopping Center, a once prime commercial district of the city, is languishing at the business cellar and needs to be given attention by the city government.

The ordinance said the face-lifting and improvement of the Capitol Shopping Center to be named as the “Bacolod City Chinatown Center in honor of Filipino-Chinese residents requires the participation not only of the city government but likewise the generous contribution of the private sector in exchange for tax incentives.

The ordinance provides for the creation of the Bacolod City Chinatown Development Council that will be headed by the mayor as chairman and vice mayor as vice chairman, and will formulate policies, guidelines and system pertinent to the full implementation of the objective of the ordinance.

The city government will appropriate not less than P15 million as initial funding for the improvement of infrastructure such as, but not limited to, welcome arch cleaning, and greening, landscaping and road concreting within the area of the Bacolod City Chinatown Center.

Meanwhile, the SP also approved a resolution endorsing for approval the request of the Coolwater Civil Engineering Design and Services for the construction of waterline system from BACIWA’s mainline at Libertad Extension corner Bangga Ceres to Golden Ville Subdivision in Brgy. Mansilingan.
