Provincial Budget Officer Joy Percival Salado Jr., head of the Negros Occidental Provincial Bids and Awards Committee, yesterday said that if anyone can show proof that there was collusion among contractors in the bidding for the construction of the Negros Cyber Center at the Paglaum Sports Complex in Bacolod City, he will recommend cancellation of bidding and hold another one.
Only the joint venture of E.M. Cuerpo Inc. and Dynamic Builders and Construction Inc. submitted a bid of P449,873,520.2 during the bidding last month, he said.
The bid will be subjected to post qualification review before it can be awarded, Salado said.
He denied allegations that Dynamic Builders is the provincial government’s favored contractor, saying it had lost other provincial government projects it had also bidded for.
Among those projects was the renovation of the Cadiz District Hospital that was won by Alfie’s Construction, Salado said.
The Negros Occidental Sanggunian yesterday approved the request of Gov. Alfredo Marañon Jr. for approval and authority to sign a contract between the provincial government and Alfie’s for the renovation of the Cadiz District Hospital in the amount of P66,863,248.
Dynamic Builders also lost the bidding for the transfer of the flood lights from the Paglaum Sports Complex to the Panaad Park and Sports Stadium, Salado said.
Micro Asia Builders won the bidding with a bid of about P6 million, he added.
But Dynamic builders won the contract for the expansion of the Teresita L Jalandoni Provincial Hospital with a bid of P102,058,021.71, and was the lone bidder for the construction of the Merceditas Montilla District Hospital in Sipalay City.
Dynamics entered a bid that was P250,000 less than our approved bid ceiling of about P107 million for the Sipalay hospital, Salado said
Salado denied that excessive rates were charged for the bidding documents to favor Dynamic Builders and Cuerpo in the construction of the cyber center.
He said a fee of P2,250,000 for the bidding document for the cyber center was paid by Dynamic Builders and Cuerpo in compliance with a provincial government ordinance that sets the rate at .5 percent of the project budget.
Thirty-one contractors submitted letters of intent, but only the joint venture of Dynamic Builders and Cuerpo bought documents, he said.*CPG
