Board Member Salvador Escalante Jr. authored the most number of resolutions and ordinances, while his colleagues Jose Benito Alonzo and Helen Zafra topped the list of those with the most attendance in 47 sessions of the Negros Occidental Sangguniang Panlalawigan in 2011.

SP records showed that Escalante authored 294 of the 1,125 appropriation ordinances and resolutions, tackled by the provincial council last year, while BM Miller Serondo ranked second with 121, with BM Emelio Yulo III close behind him with 114, and 100 for BM Melvin Ibanez.

Zafra and Alonzo attended 44 of the 47 regular sessions in 2011, with Escalante following them with 43, while BM George Gitano, Pedro Zayco and Mae Javellana shared the third spot with 42, SP records also showed.

Ibanez and Vice Governor Genaro Alvarez Jr. ranked fourth and fifth, with 41 and 40, respectively, Nehemias de la Cruz and Renato Gustilo – 37, Serondo, Manuel Frederick Ko and Yulo – 36, Patrick Leonard Lacson – 35, Raul Rivera – 33 and Thea Mae Dino – 30.

Rivera also registered the highest number of non-attendance for official business and official travel with 13, followed by Dino with 12, and Serondo with 11.

Ko and Dino had three absences each, Yulo and Javellana, two, and one each for Gustilo, Lacson and Rivera, SP records also showed.

Meanwhile, Zayco authored 95 resolutions and ordinances, de la Cruz – 57, Zafra – 46, Alonzo – 43, Lacson – 42, Gustilo – 40, Ko – 36, Javellana – 35,  Dino – 25,  Gitano – 18 and Rivera – 10.

Alvarez was acting governor four times, while Javellana served as Presiding Officer-Pro Tempore six times, and one POPT for other matters, and de la Cruz was also a one-time Temporary Presiding Officer.*GPB
