An ordinance regulating the operation of videoke bars in Barangay 15 in downtown Bacolod and prescribing penalties and fines, was unanimously approved by the Barangay Council of Brgy. 15, Bacolod City recently.
The ordinance said the proliferation of videoke bars in Brgy. 15 creates a noisy environment especially if all of them operate together.
It said barangay residents are always complaining about the noise especially during nighttime, while the operation of a videoke invites confrontation and possible conflict from the drinking public.
An ordinance regulating their operations are needed in order not to disturb peace and order in Brgy. 15, it added.
The ordinance provides a fine of P250 for the first violation, P500 for the second violation, and P900 for the third and last violation, cancellation of barangay clearance to operate business, and being refused future clearance to operate the same or similar business.
Meanwhile, the Philippine Councilors League-Legislative Academy is offering short-term courses on local legislation and governance for local legislators, and interested local government officials and functionaries starting this year.
The PCL-LA is responsible for the capacity program of the League.
Interior and Local Government Secretary Jesse Robredo, in a memorandum circular dated Dec. 1, 2011, encouraged local executives to allow the members of their Sanggunians and other interested local government officials and personnel who wish to avail of the course offerings of the Academy, to attend on official business, upon the request of PCL Academy honorary chairman, Councilor Alan Zulueta.*CGS back
