in money mess sacked

Negros Occidental Vice Governor Genaro Alvarez Jr. yesterday confirmed that he had approved the termination of a member of the technical staff of Board Member Mae Javellana for involvement in alleged questionable financial transactions.

He, however, assured that this did not involve financial losses to the provincial government.

Alvarez approved the recommendation of Javellana for the termination of Leochil Licanel, legal legislative staff assistant 1 of the office of the Sangguniang Panlalawigan, effective December 1, for “loss of trust and confidence.”

Licanel had been a member of the technical staff of Javellana for seven years.

The letter of Javellana recommending her termination stated that she failed to uphold the standard of personal conduct and discharge of her duties, particularly in practicing transparency in various financial transactions that involved public interest.

Javellana said reimbursements from the provincial government due her for various expenses for which she had advanced payments, were taken by Licanel, without her knowledge.

She said Licanel had also made huge loans from private individuals using her name and letterhead without her knowledge.

“I was surprised when people started collecting from me for loans I had no knowledge of,” Javellana said.

Some loans ran up to P200,000, and P270,000, the board member added.

Javellana said Licanel has admitted having made the loans without her knowledge. She has issued a written disclaimer of my involvement in transactions she entered into using my name, Javellana said.

Javellana said she has not pressed charges against Licanel for the money she took that was due her, as she feels sorry for her children and her mother.

The board member said she has not been well and it would be too stressful for her to pursue a court case.

Javellana also said that since she had nothing to do with the loans Licanel obtained from several private individuals, it will be up to Licanel to deal with the people collecting from her.*CPG
