File formal complaint,
bus operators told

Regional Director Romulo Bernardes of the Land Transportation Franchising and Regulatory Board advised bus operators in La Carlota City to file a formal complaint against the Vallacar Transit Inc. to support of their claims of under-charging of fare and other violations.

In a dialog facilitated by the Social Action Center of the Diocese of Bacolod yesterday, Bernardes assured the operators that they will act on their complaint and take action as soon as the complaints are submitted to his office.

He said the LTFRB approved the application of Vallacar Transit for 50 units of buses in accordance with the Route Measured Capacity endorsed by the Department of Transportation and Communication that conducted a survey in La Carlota.

If it seems that Vallacar has more buses serving the Bacolod – La Carlota route, Bernardes said it could be because the company now owns the OMC Bus Line and its existing franchises now belong to Vallacar.

Earlier, the management of Vallacar denied the accusations of under-charging of their bus fares and the influx of Ceres buses plying the Bacolod-La Carlota route.

In a press statement sent to the DAILY STAR, Teodoro Maturan, its Bacolod branch manager said Vallacar Transit Inc., adheres to healthy business competition and strives to contribute to the development of the locality where they operate.

Maturan also said that Vallacar Transit Inc., has operated for almost five decades now, and believes in “free trade economy” within bounds of the law, thus, exerting its best efforts to serve the general riding public with utmost safety and integrity.

The bus operators asked the LTFRB to investigate Vallacar for under-charging and said they have bus tickets to back up their claims.

They also asked the Social Action Center to facilitate another dialog that will include officials from Vallacar and Mayor Juliet Ferrer of La Carlota City.

The group appealed to Ferrer to intervene on their behalf before the DOTC for Vallacar to lessen the number of buses it dispatches to ply the Bacolod- La Carlota route.

With Ceres buses and other out-of-route “double tire” jeepneys plying the area, they said, La Carlota operators are losing their means of income.

Bernardes assured them that his office is always open for their complaints and he is willing to sit down with the other parties involved in further dialogs.

Meanwhile, Bernades urged the commuters to report to his office or the LTO taxi drivers who refuse to use their meters in charging fares, and instead negotiate their charges with the commuters.

He said, contracting is a violation of the LTFRB rules and violators are fined P2,000 for first offense, P3,000 with suspension of franchise for the second offense, and P5,000 with cancellation of franchise for the third offense.*NAB
