The one-month moratorium on the full implementation of the Helmet Law in Negros Oriental gave Dumaguete City a breathing space in addressing the concerns of motorists over the use of standard motorcycle helmets.
The Helmet Act makes it mandatory for motorcycle riders, including drivers and back riders, to wear standard protective helmets, whether on long or short drives, in any type of roads and highways. Drivers of tricycles are exempt from complying with the mandatory wearing of motorcycle helmets in the Helmet Act of 2009.
The vice mayor of Dumaguete City claims that there are certain requirements missing for its proper implementation, one of them the availability of the implementing rules and regulations from the Department of Trade and Industry, through the Bureau of Product Standards, on what are legally approved helmets and what are the safe helmets as prescribed in the Helmet Law.
The policy of the state is to secure and safeguard its citizenry, particularly motorcycle drivers and their back riders from the injurious effects of life-threatening accidents and crashes.
We adhere to the policy of the state to pursue a more proactive and preventive approach to secure the safety of motorists, their passengers and pedestrians at all times through the mandatory enforcement of the use of standard protective motorcycle helmets.
