Bacolod SP urging CENECO
to defer power rate increase

A resolution requesting the Central Negros Electric Cooperative to defer any additional increase in electricity rates pending the resolution of ERC Case No. 2012-003 CF was approved by the Sangguniang Panlungsod Wednesday.

ERC Case No. 2012-003 is an application for appeal of over/under adjustment in the implementation of automatic cost adjustment filed by CENECO.

The resolution authored by Councilor Archie Baribar said that a press release from CENECO stated that an increase in the July 2012 billing will be imposed as a consequence of a force action to purchase power from Panay Energy Development Corp. at Wholesale Electricity Spot Market rates due to a breakdown of some KEPCO-SPC Power Corp. facilities.

It is most unfortunate that this untimely increase be considered while CENECO’s constituents anticipate a power increase by reason of CENECO’s own petition before ERC, under ERC Case No. 2012-003 CF, where 23 centavos/kilowatt hours increase for the next three years is imminent, it said.

The resolution said the recent development brought by circumstances under the control of KEPCO-SPC Power Corp. will burden consumers by as much as P1.80/KWH for July 2012 which burden may be avoided by CENECO by judicious spending on other items and scrupulous use of present resources.

Meanwhile, the SP passed another resolution requesting ERC to continue the hearings of ERC Case No. 2012-003 CF, in Bacolod City.

The resolution said the SP of Bacolod City passed Resolution No. 356, Series of 2012 on April 25, 2012 requesting for a transfer of venue, from Pasig to Bacolod City, of the hearing of the case.

Members of the ERC granted the request in an Order dated May 7, 2012. In the same Order, the hearing was set on June 8, 2012 at the CENECO Office in Bacolod City which was actively participated by a cross-section of electric consumers, indicating a high level of awareness among CENECO’s client-base.

The ordinance was also authored by Baribar, chairman of the SP Committee on Communication and Energy, and Committee on Human Rights.*CGS
