Manhandling complaint
hurled vs. Bacolod cop

Bacolod City Police Office director, Senior Supt. Ricardo de la Paz, yesterday ordered an investigation into the manhandling complaint hurled by a Bacoleño against a policeman.

Judy Mark Antonio, 30, of Brgy. Singcang-Airport, Bacolod, claimed that his employer, Police Officer 2 Fredie Viñas, boxed him several times after he failed to bring the policeman's children to school due to a flat tire.

Antonio, who has been working for Viñas for four years, added it was not the first time that the policeman hit him.

De la Paz said he was able to talk to the complainant at his office and scheduled a meeting between Antonio and the investigators of the BCPO Investigation and Detective Management Branch.

He said that so far, no formal complaint has been filed against Viñas and Antonio only presented a doctor's certificate of the injuries he sustained.

Viñas was off-duty when the DAILY STAR tried to reach him for comment yesterday and no one from Police Station 8, where he is assigned, has his contact number.

De la Paz explained that Viñas will be given the opportunity to explain his side on the complaint.

If the complaint is substantiated, Viñas may face charges for slight physical injuries and grave abuse of authority, he added.*APN

Two policemen
hurt in mishap

Two policemen were injured after the car they were riding slammed against an electrical post in front of the Bacolod City Government Center at about 3 a.m. yesterday.

Police Officer 2 Eliseo Adraneda, traffic investigator, identified those injured as Senior Police Officer 1 Ralph Dorado and Police Officer 1 James Lord Loyola.

Investigation showed that the Toyota Corolla sedan driven by Dorado was heading south of the circumferential road when the accident happened, Adraneda said.

The policemen sustained injuries and were rushed to the Corazon Locsin Montelibano Memorial Regional Hospital, where they are now confined, the police said.

The two are assigned to the Police Regional Training School in Brgy. Mansilingan, Bacolod .

Last month, Police Officer 3 Arthur Torres was also seriously hurt after he fell from his motorcycle that hit the gutter near the Negros Occidental Provincial Police Office.

Torres was then on his way to Police Station 5, where he is assigned, after conducting an anti-illegal gambling drive near the boundaries of barangays Estefania and Granada.

The Traffic Management Unit is reminding motorists to be extra cautious, especially as it is the rainy season.

Records from TMU showed 2,740 accidents recorded in Bacolod in the first six months of 2012.*APN

Psychologist to check
state of ‘rape' victim

The Bacolod City Police has sought the help of a psychologist to check the condition of the teenager, who was allegedly gang-raped by a tricycle driver and two others, recently.

City police director, Senior Supt. Ricardo de la Paz, said that rape charges will be filed against the three suspects once the evaluation report of the psychologist has been released.

If proven that the victim is indeed a mentally-challenged teenager, then she will be considered a minor as stipulated under the law, which means a graver penalty for the suspects, De La Paz said.

The victim, 18, said that an “alias Nonoy” was having drinks with his friends at a store when she passed by and was invited to join them.

She claimed that they then brought her to a vacant lot behind a Catholic church in a barangay in Bacolod and raped her.

The victim was temporarily left to the care of a family friend Saturday night as her mother had to work.

The family friend noticed her gone minutes later but did not look for the teenager. At about 2 a.m. Sunday, the daughter returned to the friend's house and claimed that she was sexually assaulted, police reports say.

A medical examination conducted by City Medico Legal Officer Ely Cong showed that the victim's sex organ has lacerations, the police added.*APN
