BAC rejects Dynamic’s
garbage collection bid

The Bids and Awards Committee disqualified Dynamic Builders during the post qualification stage it conducted for the privatization of garbage collection in Bacolod City, after it found out that Dynamic’s business permit does not include the hauling business, BAC chairman Goldwyn Nifras said yesterday.

The Dynamic Builders was earlier determined by the BAC to have the lowest financial bid out of the three firms that participated in the bidding process for garbage collection and hauling services during the initial post-qualification stage on May 7.

Dynamic Builders offered a bid of P69,107,140.80 while Metrowaste Solidwaste Management Corp. offered P69,910,711.80 out of the P72 million Approved Budget for the Contract for the privatization of garbage collection in Bacolod City.

Amphil Construction, on the other hand, was disqualified for non-compliance with pertinent bid documents.

Nifras said that when BAC could not resolve the matter on their own, they referred to the Government Procurement Policy Board the case of the Dynamic Builders, whose business permit is not for the project that is subject of the bidding.

He said they were told by the GPPB that the business permit of the prospective bidder at the time of bidding should be similar to the project being bidded out.

Because its business permit is not similar, the BAC decided Friday to post disqualify Dynamic Builders, Nifras added.

He said they will be serving a notice to Dynamic Builders and will likewise notify Metrowaste and arrange for the conduct of a post-qualification stage.

Under the rules, Dynamic Builders can file for a motion for reconsideration within three days from receipt of the notice.

“Then, we will study the reasons indicated in their motion and will resolve the matter,” Nifras said, but added that the post qualification will proceed.

Nifras said they will schedule a visit to the office of Metrowaste in Manila to validate the bid documentsit had submitted during the bidding which are only photocopies.

We will also check the equipments and since Metrowaste is claiming that they are the ones collecting the garbage of Makati and Caloocan, we will also check their track record with these local governments, he said.

Under the rules, BAC needs to conclude the post qualification stage within seven days from receipt of the notice, Nifras said.

He said the privatization of garbage collection was supposed to start last May.

Nifras said the budget for garbage collection this year is P72 million and these are all based on estimates and the experience of the Department of Public Services.

He said the period of the contract will be from the signing up to December but the payment for garbage collection will be by volume per cubic meter.

We hope the privatization of garbage collection will startthis month or in August, Nifras said.

After December, we will have to conduct another bidding that will cover the whole year, he added.*CGS
