Mansilingan brgy council
seeking funds for plebiscite

The Barangay Council of Barangay Mansilingan has approved a resolutionrequesting the Sangguniang Panlungsod of Bacolod City and Mayor Evelio Leonardia to appropriate funds for the conduct of a plebiscite on the implementation of City Ordinance 37, series of 1987 that created Barangay Paglaum in Bacolod City.

The resolution said that, based on the legal opinion of the Department of Interior and Local Government Regional Office and the City Legal Office, City Ordinance 37 that created Barangay Paglaum is valid and existing since it was passed validly, even before the implementation of the New Local Government Code and should be enforced and implemented.

The opinion of the DILG and CLO were rendered to the Committee on Laws, Ordinances and Good Government of the Sangguniang Panlungsod, chaired by Councilor Caesar Distrito.

Distrito said that, according to the resolution, one of the provisions of the ordinance is for the conduct of a plebiscite, which had not been complied with until now. The barangay council wants to hold one so the people of Barangay Mansilingan can vote on whether they are for or against the creation of the new barangay.

The barangay resolution of Mansilingan has been endorsed to the SP for appropriate action and it will be part of the records of the on-going hearings on the petition for a plebiscite for the creation of a new barangay.

Kagawad Rodolfo Pico Jr. had moved for the approval of the resolution, and was supported by Kagawads Simeon Candari, Reynaldo Apellido, Carlos Anjao Jr. and Danilo Suansing, while Kagawad Paul Catalan voted against it.*CGS
