SP okays on 1st reading
homebirth ordinance

An ordinance prohibiting the practice of traditional homebirth delivery or delivery attended by a “paltera,” was approved by the Bacolod Sangguniang Panlungsod yesterday on first reading.

The ordinance was authored by Bacolod Councilor Em Legaspi-Ang and co-authored by Councilor Roberto Rojas.

Ang said the measure seeks to enable pregnant young women to obtain proper maternal health care and help them with the proper care and nourishment of their children thereby reducing the incidence of child mortality.

Any person or entity who violates Sections 5 of the ordinance will be subject to a fine of P1,000 for every delivery of birth and an imprisonment of six months to one year for first offense, and a fine of P2,000 for every delivery of birth and an imprisonment of one year for the second offense.

The ordinance said these penalties will be applicable notwithstanding the application of the New Civil Code and the Revised Penal Code on the damage or injury committed to persons.

Meanwhile, the SP also approved an ordinance regulating the use of earphones while driving and/or crossing the streets, on second reading.

The ordinance provides a penalty of P300 and confiscation of earphones for first offense, a fine of P500 and confiscation of earphones for the second offense, and a fine of P3,000 or three days imprisonment or both plus confiscation of earphones together with the attached device for third offense.*CGS
