PNP quad staff directed
to curb criminality in WV

The quad staff of a police unit, composed of intelligence, operations, investigation and community relations, will also be held liable for any crime that may take place in their areas, due to incompetence and laxity in their jobs.

Chief Supt. Cipriano Querol, regional police director of Western Visayas, said that under the doctrine of command responsibility, Querol said it is always the unit commanders or chiefs of police who get the usual sanction or penalty for incompetence.

“Now, we will include the Quad Staff, especially intelligence officers, among the accountable individuals for them to seriously perform their jobs,” he said.

Querol made the warning after series of robbery-hold-up incidents in Negros and Panay islands

He said that, for a police unit to perform its mandate efficiently and effectively, the PNP quad concept that includes intelligence, operations, police-community relations and investigation must be properly utilized and implemented.

With proper information gathering, processing and utilization of intelligence, all forms of criminality in Western Visayas can be easily monitored and neutralized by the police, Querol added.

The strict implementation of police operations, especially the implementation of Police Integrated Patrol System, such as visibility patrols, conduct of checkpoints , OPLANs SITA, KAPKAP, BAKAL and the establishment of public assistance centers, reduction and deterrence of crimes, is also possible, he said.

Querol also reminded police units about the importance of Oplan Katawhayan sa Dalan, an intensified checkpoint operations to neutralize criminals motorcycle-riding in tandem criminals and other syndicated carnapping groups in Western Visayas, will also help address robbery-hold-up incidents and similar activities.

Deployment of thousands of police personnel in an area is not a guarantee for intimidating criminal elements from executing and accomplishing their illegal activities, but good intelligence network and proper utilization of other components of the quad concept, should do it, Querol said.*GPB

Another soldier
displays honesty

Another trooper of the Philippine Army, Sgt. Wenceslao Pabito Jr., returned a wallet, containing cash and a check, he found recently at the Iloilo Airport, regional spokesman Maj. Enrico Gil Ileto said yesterday.

Ileto said the act was apparently inspired by the honesty of three Army soldiers stationed in Negros island.

He said the wallet, that contained P4,500 in cash and a check, was traced and returned to its owner, Anthony Cortel, an employee of Hotel del Rio in Iloilo City.

He said Cortel lauded the honesty of Pablito, who is presently assigned at the 301st Infantry Brigade in Dingle, Iloilo.

Army Privates Danny Faigane and Marlon Vera, as well as Cpl. Fernando Samperoy, members of the 32nd Division Reconnaissance Company and the 47th Infantry Battalion, respectively, had earlier been recognized for their honesty by Army chief Lt. Gen. Emmanuel Bautista, for returning P90,000 and P50,000 in cash they had found in La Libertad, Negros Oriental, and in Kabankalan City, Negros Occidental, in previous months.

“These stories which tells about our soldier’s honesty continue to inspire the entire Army and shows how we value honesty in the organization,” Major General Jose Mabanta Jr., 3ID commander, said.

Mabanta said it is part of the Army’s transformation effort to develop the character of soldiers and to internalize the core values of honor, patriotism and duty.

Colonel Arnold Quiapo, 301st IB commander, said the act of honesty of Pabito is “worth emulating”, and he also commended him for giving honor and pride to the Philippine Army.*GPB
