Ombudsman suspends
two city police officers

Superintendents Santiago Rapiz and Leonardo Borromeo were ordered suspended by the office of the Deputy Ombudsman for the Military and Other Law Enforcement Offices effective June 16.

This was disclosed by City Police Director Senior Supt. Ricardo de la Paz, who also said they received the suspension orders for Rapiz and Borromeo from Camp Crame Monday.

Rapiz, head of the Special Operations Group and the Anti-Illegal Drugs Special Operations Task Group, was meted three months suspension for simple neglect of duty while Borromeo, Intelligence Branch chief, is suspended for six months, for conduct unbecoming of a police officer, De la Paz said.

Rapiz said the suspension stemmed from the charges filed against him by Carlota Villadar, the wife of Sergio Villadar, 57, of Brgy. Libertad, an alleged supporter of a politician, who was apprehended at Crossing Buli, Brgy. Mabini, Escalante City., Negros Occidental on May 7, 2012 by members of the Public Safety Management Batallion for alleged illegal gun possession.

Villadar was assassinated by suspected members of the New People’s Army in July 23.

Rapiz, a former chief of police of Escalante, said the wife of Villadar had claimed that they committed negligence by not remitting her husband to the court immediately. However, he said they failed to bring Villadar to the court then because there was no office as it was a weekend and May 10 was election time.

Rapiz said he believes the charges were politically motivated and that he has filed a motion for reconsideration against the suspension order

As for Borromeo’s suspension, De la Paz said he has no idea who was the complainant and what the circumstances were behind it as he only received the suspension order.

Contacted by the DAILY STAR, Borromeo declined to comment on his suspension.

Their relief came six months after Ombudsman also ordered the six months suspension of Senior Insp. Terrence Paul Santa Ana, former commander of Police Station 10, in January, police records showed.

The suspension stemmed from a case for grave abuse of authority and grave misconduct filed by Police Officer 1 Joebert Castillo of the Estancia town Police Station in Iloilo against them in 2010 when he was the deputy of the Iloilo City police mobile group.

Because of the suspension of Borromeo and Rapiz two police chiefs yesterday were assigned to replace them.

Stations 3 and 5 chiefs, Senior Inspectors Jose Mulleta and Niel Exaltado are now the new heads of the Bacolod City Police Intelligence Branch and the Anti-Illegal Drugs Special Operations Group.

Senior Insp. Conrado Rances, formerly of the Public Safety Management Battalion in Silay City, Negros Occidental was named Station 3 chief while former BCPO Police Community Relations head, Senior Insp. Richie Gohee is the new chief of Station 5.

De la Paz told Mulleta and Exaltado to continue the intensified campaign against drugs, illegal gambling and loose firearms and to account all wanted personalities. He also instructed Rances and Gohee to intensify saturation drives against street criminals through check points and police integrated patrol system.

Exaltado said he is no stranger to his new assignment as he used to be a CAIDSTOG operative as a police non-commissioned officer. He said he will continue the momentum started by Rapiz that made BCPO number one in Western Visayas in the anti-illegal drugs campaign.

Exaltado warned drug pushers to stop, saying, he will eradicate them all under the leadership.

Mulleta, who received a special citation from De la Paz for his exemplary performance as Station 3 chief, said he will identify criminal gangs in Bacolod and neutralize them.

Gohee, said, he will intensify police visibility operations in Barangays Granada and Alangilan.*APN
