Raps filed vs. Russian

The Russian national who allegedly victimized several business establishments in the city by using fake credit cards was charged for violation of Republic Act 8484 of the Access Devices Regulation Act of 1998 yesterday before the Bacolod City Prosecutor’s Office.

Charged was Oqil Oqilov, 24, of Moscow City, Russia, City Police Director Senior Supt. Ricardo de la Paz said.

Oqilov was arrested Saturday on the complaints of Lina Aguero of PO’s Markeing Digital Araneta Branch, who claimed that he bought cellular phones from them valued at P29,990 each on Thursday using a fake credit card, and wanted to buy another phone Saturday, still with a fake credit card.

De la Paz said he is encouraging other business establishments in Bacolod, who may have been victimized by Oquilov to come out and file charges against him because, so far, Po’s Marketing, AQ Optical and the PhotoLine at the Shoemart and Robinson’s place malls have identified the Russian as the same person who bought items from them using fake credit cards.

The Bacolod City Police submitted the pictures of Oquilov to other police units in the Philippines to warn other business establishments against his system, De la Paz said. It is possible that there are other foreigners in Bacolod City and nearby towns and cities with the same act.

Station 1 commander, Chief Insp. Adonis Rosales said Metrobank has issued a certification that they did not issue credit cards to Oquilov.

Mita Chuvy Arguelles, Bureau of Immigration-Bacolod Alien Control Officer, yesterday said they are coordinating with their agency’s intelligence division to verify the status of Oquilov as he has no records with them.*APN
