Negros Press Club
oath-taking today

The 2012 officers of the Negros Press Club will take their oath of office at 2 p.m. today at the NPC Office before Municipal Trial Court in Cities Judge Jose Paolo Ariola, a press release from NPC said.

Taking their oaths are elected president Arman Toga (Negros Daily Bulletin), vice president Edgar Lucasan (DYRL), secretary Clarence Locsin (DYWB-Bombo Radyo), treasurer Aquilino Boy Ciocon (DYAF), auditor Chrysee Samillano (Visayan DAILY STAR); members of the board of directors Henceboy Cestina (RPN-DYKB), Ranie Azue (Panay News), Adrian Nemes III (Visayan DAILY STAR), Merlinda Pedrosa (Sun.Star Bacolod) and Butch Bacaoco (Sun.Star Bacolod), and John Elmer Ubaldo (Watchmen), ex-officio.

Past presidents of the club have been invited to witness the oath-taking. Preparations for the April induction will take place after the oath-taking.

Among the projects planned for the year are the completion of the club's website and WiFi connections started by president Ubaldo, the inventory of the club's assets and adoption of proper accounting, the holding of outdoor activities.

The club will also launch a campaign to encourage the public to read, listen or watch local news.*

Women’s Month

The Provincial Council for Women of Negros Occidental is joining other local women’s councils and groups in observing March as Women’s Month, with focus on climate change and governance, a press release from the group said.

The PCW, chaired by Wennonah Martyr of Sagay City, has adopted the theme of the Philippine Commission on Women for the 2012 celebration, that is “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”.

Activities of local government units, women civic clubs and other formation and networks range from caravans or motorcades, tree planting, solidarity programs and talent presentations, PCW Board Secretary and Silay City Councilor Marie June Pavillar-Castro said.

For International Women’s Day March 8, PCW has invited Provincial Social Welfare Officer Liane Garcia, and Black and White Movement Secretary General Leah Navarro, to talk on “Women’s Roles in Disaster Risk Deduction” and “Women’s Roles in Good Governance”, at a forum to be held 8 a.m. to noon at the Negros Occidental Barangay Center in Bacolod City.

Gov. Alfredo Maranon Jr., and Board Members Mae Javellana and Helen Zafra will give messages to the women leaders from local government units and sectors, the press release added.*

Hinigaran site of UN project

Hinigaran town, Negros Occidental, will be the pilot site of the United Nations Democracy Fund project called “Institutionalizing Marginalized Communities’ Participation in the Philippine Budget Process”, a press release from the Philippine Rural Reconstruction Movement-Negros said yesterday.

The project aims to achieve increased participation of marginalized sectors in the local and national processes in eight target areas nationwide through capacity-building, policy advocacy, and social mobilization, Hazel Aghon, PRRM secretariat, said, she added that Hinigaran, a coastal town situated 54 kms from Bacolod, is the only area selected in the province.

The two-year model-building project, that started last month, seeks to train marginalized groups, especially small fishers and women, to address the lack of capacity to engage in the local budget process; enhance the awareness and knowledge on implementing democratic budgeting among local officials and lobbying for legislations to ensure transparency and accountability; and forge government-citizens/sectors partnership in public finance, the press release added.*
