Hunt ongoing vs. 2 men
in death of caretaker

Members of the “Task Force Estaniel” are pursuing two possible suspects in the shooting to death of a caretaker in Brgy. Pahanocoy, Bacolod City, Tuesday, its head, Supt. Santiago Rapiz, said yesterday.

Rapiz, who refused to give details on the suspects, identities, said the police went to the areas where they could possibly be hiding but they were no longer there.

He said they have more than three witnesses who could shed light on in the killing of Teodoro Estaniel, 50, of Purok Seaside in Brgy. Punta Taytay, Bacolod.

Estaniel, 50, a caretaker of the residence of overseas an Filipino worker in Purok RC Dos, Pahanocoy, died on the spot from a lone gunshot wound on his chest at about 8 p.m. Tuesday.

Witnesses said they saw two men on a motorcycle frequenting the crime scene before the shooting happened, the police said.

Rapiz told the DAILY STAR that they do not find it hard to solve the case because the family of Estaniel is very cooperative with them.

He appealed to anyone who may have idea about the killing of to come out so justice will be served to the victim.

City Police Director Senior Supt. Ricardo de la Paz said Tuesday that police are looking into the “love triangle” angle as motive behind Estaniel’s death.

Estaniel’s killing happened three months after the decomposing body of his wife Lorna, who was a faith healer, was found in a sugarcane field in Brgy. Vista Alegre, Bacolod. *APN

ON ANTI-ILLEGAL GAMBLING
Cops reminded
of  ‘1 strike policy’

It only needs the relief of three police chiefs to also cause the relief of a provincial police director under the “one strike policy” of the Philippine National Police, in the renewed campaign against illegal gambling.

This was stated in the Letter of Instruction 05/2012 issued by PNP chief Director General Nicanor Bartolome, that activated the PNP Anti-Illegal Gambling Special Operations Task Force at the national, regional and provincial levels.

Aside from anti-illegal gambling activities, the AIGSOTF will be responsible for production and analysis of intelligence and information regarding illegal gambling activities, including active counter-intelligence and investigation to identify PNP personnel and other government officials and employees involved in illegal gambling activities, the order of Bartolome said.

Under the PNP “one strike policy”, any successful anti-illegal gambling operation by AIG-SOTF in a town or city, will lead to the relief of the police chief , or precinct commander.

The relief of two police precinct commanders will also cause the removal of a city police director from his position, under similar circumstances.

A police regional director shall be relieved from his post when two subordinate provincial or city directors are relieved, for failure to curb illegal gambling activities in their areas.

Providing muscle to AIGSOTF regional and provincial levels are local police intelligence units, police mobile groups and CIDG units.

Seven police chiefs, including two in Negros Occidental and one in Bacolod City, were relieved last year in Region 6, for failure to curb illegal gambling in their areas.

The Bacolod City Police Office and the Negros Occidental Police Provincial Office topped the anti-illegal gambling drive among key police units in Western Visayas last year, that also resulted in the arrest of 707 violators and recovery of P407,361 cash bets.*GPB
