The Commission on Elections will conduct a special voters’ registration for persons with disabilities and senior citizens on Friday at the BAYS Center in Bacolod City, Bacolod Comelec Registrar Mavil Majarucon said yesterday.

The special registration will be simultaneously conducted nationwide in coordination with the Alyansa nga may Kapansanan-Pinoy partylist, she said.

Majarucon said even if they are old registered voters of Bacolod City, PWD’s and senior citizens are required to register on Friday so that their records can be validated. They need to fill up a supplemental data so they will be able to annotate in the COMELEC data base what kind of assistance they will need during election so that they can be put in a special precinct created for them, she said.

COMELEC Manila has sent forms for them to fill up to help determine if they need special assistance in going up the second floor of a building, or if they need assistance in hearing or in writing, she added.

Majarucon said they are required to register because Congress has passed a House Bill that in the next election, or by 2013, there will be special polling precincts that will be created for these persons.

She encouraged PWD’s and senior citizens to bring their valid IDs and persons who can assist them.

Councilor Caesar Distrito has authored a resolution enjoining the support of all departments of the city government, all barangay captains and the mass media for the scheduled voters’ special registration for PDW’s on Friday at the BAYS Center.

The resolution said “PWD’s are part of our citizens who were also vested with the right to vote and to choose their leaders that will cry out their sentiments, support their needs and organize programs for their upliftment in the community.”

It said the event needs the support of the Association of Barangay Captains of the City to disseminate the information of special registration and recruit possible PWD registrants.

The mass media is also requested to inform the public and disseminate the details of the special registration of PWD’s, the resolution said.

Meanwhile Majarucon said registration for new voters, transfer of records, correction of entry, reactivation and validation will go on until October 31, 2012.*CGS
