The Department of Interior and Local Government has issued Memorandum Circular No. 2012-38 encouraging local officials to avail of the closed circuit television technology, or CCTV, in support of peace and order initiatives, and of public safety objectives.
In his MC dated February 22, 2012, DILG Secretary Jesse Robredo said advancing the general welfare is a mandate for local governments. Pursuant to Section 16 of the Local Government Code, local must ensure peace and order, as well as public safety in their localities.
In line with this, he said local authorities, particularly in cities, and in municipalities with high demographic concentration and robust economic activities, are encouraged to avail of the CCTV technology, he added.
The MC was addressed to all provincial governors, city mayors, municipal mayors, presiding officers of the Sangguniang Panlalawigan, Sangguniang Panlungsod and Sangguniang Bayan, punong barangays, regional governor of the Autonomous Region of Muslim Mindanao and DILG regional directors.
A copy of the memorandum was issued by Dino Ponsaran of the Bacolod Interior and Local Government to Vice Mayor Jude Thaddeus Sayson on March 7, 2012.
Earlier, Bacolod Mayor Evelio Leonardia had said that they will install CCTV cameras at the Bacolod City Government Center, while Sayson said they are also considering installing them in city streets.
Councilors Caesar Distrito and Em Legaspi Ang have authored resolutions encouraging businessmen to install CCTV cameras in their establishments, while Councilor Archie Baribar has a pending ordinance on the matter at the Sangguniang Panlungsod.*CGS back
