The Civil Service Commission has modified the decision of Negros Occidental Gov. Alfredo Marañon Jr. in October last year dismissing Dr. Ma. Estrella Ledesma as chief of the Teresita L. Jalandoni Provincial Hospital in Silay City.
On February 27 this year, the CSC partly granted Ledesma’s appeal by modifying the decision of the governor to a lesser offense of simple misconduct and three months suspension, she said yesterday.
“I am okay with it. I think it is fair and unbiased enough, taking into consideration the time period, circumstances and people involved. I see this as a positive experience for me and I have learned a lot about human nature and its frailties. This experience has made me stronger as a person and in my resolve to always strive for truth and fairness,“ Ledesma said.
“I am grateful to the people who believed in my innocence and continue to support me throughout this adverse event in my life. I thank God for sending me angels who helped me in my case, especially my lawyer and her legal team who spent many hours researching so they can defend me well, all pro bono, at that,” she added.
Marañon, in dismissing Ledesma, took into cognizance the length of service rendered by Ledesma to the province of more than 29 years, and did not forfeit benefits due her.
Ledesma was administratively charged with grave misconduct originating from a complaint filed by Gemma Sagansay, a TLJPH employee, in connection with the way Ledesma treated her 2-year-old son at the Dr. Jose C. Locsin Memorial Provincial Hospital in Silay City on July 1, 2005.
In her complaint-affidavit, Sagansay alleged that Ledesma “chastised, spanked, pulled, pushed and placed (the 2-year-old) boy in the comfort room” due to his biting, boxing, kicking and screaming.*CPG back
