Public safety cop disarmed
for fatal shooting of civilian

A trooper of the 6 th Regional Public Safety Battalion was disarmed and placed under restriction for allegedly shooting a civilian, who reportedly tried to shoot his colleague, on April 26 in Manapla, Negros Occidental.

Senior Supt. Milko Lirazan, 6 th RPSB director, however, said the disarmed trooper, identified as PO1 Edmar Papa, invoked self-defense in shooting the victim.

Franklin Jacolo Sr., 72, died, while being treated at the Cadiz District Hospital, from his gunshot wounds in the left leg and right arm, investigations of the Manapla police showed.

Senior Inspector Edencio Gregorio, Manapla police chief, yesterday said family members of the victim are determined to file homicide charges against the police officer, who shot Jacolo.

The 6 th RPSB troopers claimed that Jacolo, who was armed with a .38 caliber revolver, allegedly tried to shoot Police Officer 1 Rex Capapas, who was among the 6 th RPSB troopers who responded to the complaint of a certain Lito Ferrer, investigations of the Manapla police added.

Flores asked for assistance from troopers of the 6 th RPSB stationed in their place, after he was allegedly attacked at his residence by Rashdishminski Jacolo, his brother, Franklin Jr., and two unidentified suspects.

Gregorio said Ferrer, despite being in the company of 6 th RPSB troopers, was chased by Rashdisminski, who was suspected to be under the influence of liquor, and who allegedly tried to stab Capapas with a bladed weapon.

This prompted Capapas to fire a warning shot, that forced Rashdisminski to flee and seek refuge at his residence, investigations of the Manapla police said.

Gregorio said members of the 6 th RPSB claimed that Jacolo, the father of Rashdisminski, tried to shoot Capapas but the gun would not fire.

When Jacolo tried to fire his gun again, he was shot in the left leg and right arm by Papa with an M16 assault rifle, investigations of the Manapla police showed.

The 6 th RPSB troopers endorsed Jacolo Jr., a .38 caliber revolver with three live ammunition with a dud bullet, and a bladed weapon, to the Manapla Police Station.

Gregorio said the 6 th RPSB is also filing charges against Jacolo Jr. for direct assault on an agent or a person in authority and for resisting arrest. *GPB

3 nabbed for robbing
man delivering fish

Three suspects, one of them a minor, who allegedly robbed a man delivering fish were arrested in a follow-up operation by Station 7 policemen in Brgy. Alijis, Bacolod City, at about 11 p.m. Saturday.

Station 7 commander, Chief Insp. Levy Pangue, identified the suspects as Jun-Jun Zamora of Purok St. Vincent; Ralph Ryan Eguchi, 25, of Regent Pearl Homes Subdivision, Brgy. Alijis; and their minor companion, whose name is being withheld.

Complainant Jerry Alibo, 24, of Brgy. Asia in Hinoba-an town, Negros Occidental, said he was walking along the road in Purok St. Vincent to deliver fish to a residence, when the three blocked his way.

Alibo claimed the three mauled him, with one of them hitting his head with a bamboo pole. He said the suspects took his P1,200 in cash and fled.

Alibo was rushed to a hospital but was released as his head injury was not serious, the police said.

Station 8 policemen launched a manhunt operation against the suspects and arrested them 20 minutes later, also in Purok St. Vincent.

Despite their denial, robbery charges will be filed against the suspects at the Bacolod City Prosecutor's Office Tuesday.*APN
