PNP regional office orders
probe on Manapla shooting

The Police Regional Office 6 has ordered an investigation on the fatal shooting of a civilian on April 26 in Brgy. Purisima, Manapla, Negros Occidental.

Chief Supt. Cipriano Querol, regional police director of Western Visayas, said the investigation will focus on whether the police personnel involved in the operation have violated the PNP Operational Procedures.

Police Officer 1 Edmar Papa, who invoked self-defense in shooting Franklin Jacolo Sr. in the left leg and right arm, to neutralize him, has been disarmed and restricted at the 6th Regional Public Safety Battalion company headquarters in Brgy. Bagtic, Silay City.

Jacolo, who had a.38 caliber revolver, allegedly tried to shoot Police Officer 1 Rex Capapas, who was among the 6th RPSB troopers who responded to the complaint of a certain Lito Ferrer, investigations of the Manapla police added.

The two sons of the victim, Franklin Jr and Rashdisminski, allegedly harassed Ferrer at his residence at Zone 5, Brgy. Purisima, Manapla, investigations of the police showed.

Querol said the Regional Investigation and Detective Management Division will handle the investigation against the police personnel involved.

“Should we find out that they violated our Police Operational Procedures in the conduct of operations, the personnel involved will be slapped with an administrative case," he added.

Senior Inspector Edencio Gregorio, Manapla police chief, said the 6th RPSB is filing charges for direct assault on an agent or a person in authority and for resisting arrest against Jacolo Jr., who is now locked up in jail.

The family of the victim is also filing charges against Papa.*GPB
