P1.2M reward good
but may cause delay

The offer of a P1 million reward for the arrest of the killer of Kabankalan Judge Henry Arles will hasten the surfacing of witnesses but could also delay the resolution of the case, NBI Bacolod chiefFerdinand Lavinsaid yesterday.

The family of Arles is offering a P1 million reward for information that could lead to the arrest and indictment of those responsible for his assassination, on top of the P200,000 reward being offered by the Supreme Court from funds put up by the Philippine Judges Foundation.

Arles was driving home in his green Nissan Sentra along the highway in Ilog town in the evening of April 24 when a gunman on board a tricycle firedthree shots from a .45 caliber pistol into the tinted glass on the driver's side, killing him.

Lavin said that while they welcome the offer of a reward to hasten the surfacing of witnesses, it could also draw people bringing false information to try to get the reward.

We will have to verify and validate everything that is brought in, and this could delay the resolution of the case, he said.

The NBI is conducting a parallel investigation into the Arles killing and believes the gunman was a professional killer, he said.

Senior Supt. Allan Guisihan, Negros Occidental police director, said the offer of reward could lead to the surfacing of some people who had minor participation in the Arles murder.

“These people could be used as state witnesses,” he said.

Gov. Alfredo Marañon Jr. said he hopes the murder of Arles is solved as soon as possible.

But he noted that a reward had also been offered for the arrest of Noel Ayalin who was responsible for the massacre of four barangay officials and the injury of three others in Barangay Kapitan Ramon, Silay City, on March 6 last year, and until now he has not been found.*CPG
