Dynamic Builders’ P69M bid
for garbage collection lowest

The Dynamic Builders was determined by the Bids and Awards Committee to have the lowest financial bid out of the three bidders who participated in the bidding process for garbage collection and hauling services yesterday at the BAC Office at the Bacolod City Government Center.

Dynamic Builders presented a bid offer of P69,107,140.40 while Metrowaste Solidwaste Management Corp. offered P69,910,711.80 from the P72 million Approved Budget for the Contract for the privatization of garbage collection in Bacolod City.

Amphil Construction, on the other hand, was disqualified for non-compliance with pertinent bid documents.

BAC chairman Goldwin Nifras said a subsequent post-qualification will be conducted where they will further evaluate the bid documents submitted to them. If they are determined to have passed the examination, they will declare the lowest calculated responsive bid, he said.

“Once we have determined that, we will make a recommendation to the mayor. We will also conduct a post-qualification as soon as we can, considering that there is an urgency for the implementation of the project,” Nifras said.

Meanwhile, Manuel Baal, operations manager of Metrowaste Solidwaste Management Corp., questioned the result of the bidding claiming that BAC the did not follow the term of reference.

He said they are haulers of garbage, while the other bidder which BAC has declared the winner pending post qualification, has only 5 percent hauling of the construction.

Baal said they deal strictly with hauling services and management of solid waste mostly in Manila, Rizal and Pampanga.

Nifras said "We beg to disagree with (Baal) because the term of reference was clearly determined in the pre-procurement conference with the end user or the city.” They (MSMC) manifested their question as far as the definitionfor hauling is concerned and insisted that hauling be specific on garbage, he said.

Nifras said that in the pre-procurement conference, before the publication, they have defined it as general hauling activity, as recommended by the city.

The definition of similar project is left to the procuring entity which is more competent to determine what is similar, he said. That will be borne by their minutes, he added.

Nifras said “We find no significant difference in hauling of matters between garbage and sugarcane, aggregates, rice or corn or whatever.” So it was determined that they will define similar projects as a general hauling, he said.

The Metrowaste Solidwaste Management Corp. can file a protest within three days if they want to, Nifras said.

BAC will still conduct the post qualification bid soon before they will officially declare the Dynamic Builders as the winner in the bidding.

The BAC is composed of Nifras as chairman, Budget Officer Luzviminda Treyes as vice chairman, with Elma Advincula, Jaries Encabo and Maphilindo Polvora, as members, and Melvin Recabar is BAC Secretariat.

The Technical Working Group members present were Belly Aguillon and Xenia Locsin of the City Engineer’s Office, City Accountant Ed Ravena, among others, along with Social Action Center of the Diocese of Bacolod representatives Marcelita Balontong and Cecilia Ledesma.*CGS
