Brgy head in Arles
warrant surrenders

A barangay captain of Kabankalan City, Negros Occidental, who is the subject of an arrest warrant issued by slain Executive Judge Henry Arles surrendered to the Police Regional Office-6 Intelligence Unit and the Criminal Investigation Detection Group at about 11:45 a.m. Monday.

RIU-6 chief, Insp. Julio Turcolas identified the barangay captain as Captain Samuel Carrera, 46, of Brgy. Pinaguinpinan, Kabankalan City.

Turcolas said Carrera is facing charges for robbery with violation against or intimidation with force filed by a resident of Brgy. Pinaguinpinan in January this year.

He added that, aside from Carrera, also facing the same charges are two barangay kagawads, two tanods and army Corporal Jimmy Manugas of the 12th Infantry battalion based in Central Dacongcogon, Kabankalan City, who was arrested several days ago.

Complainant Felipe Gagatam of Purok 5 Brgy. Pinaguinpinan claimed that Carrera and his companions ransacked his house and store at about 12:30 a.m. on January 7, this year and took his Norinco .45 caliber pistol and P142,000 in cash.

Gagatam added that the raid stemmed from the complaint of a certain Aromy Lestino, who claimed that he took his tricycle.

Contacted by the DAILY STAR, Carrera refused to comment on the case filed by Gagatam.

Carrera has posted P100,000 bail at the office of Regional Trial Court Branch 56 Judge Nilo Sarsaba but he chose to temporarily stay under the custody of RIU instead of going home, Turcolas said.

Negros Occidental Police Provincial Office Director Senior Supt. Allan Guisihan said Carrera is also one of those being questioned on the assassination of Arles but they could not establish a link.

Records show that Arles signed the arrest warrant against Carrera and his companions before his assassination.

Carrera vehemently denied any participation in the Arles slay, saying he has nothing to do with it.*APN
