IN DUMAGUETE The Regional Trial Court Branch 44 in Negros Oriental has scheduled a hearing on the petition for declaratory relief against the controversial Republic Act 10054 or the National Helmet Law, on June 5. Vice Mayor Alan Gel Cordova, one of the petitioners, said that while a judicial approach is undertaken, parallel moves are ongoing to bring the signature campaign against RA 10054 down to the barangay level. The petitioners are raising constitutional grounds on equal protection and the use of property and valid classifications, citing the generalities of some provisions, like the use of helmets by drivers of vehicles passing through private roads and compounds, Cordova added. | ||||||||||||||||||||||||||
