3 COPs relieved for failure
to stop illegal gambling

Three police chiefs in Negros Oriental were relieved from their posts yesterday and Wednesday, for failure to stop the illegal numbers game “swertres” in their areas of responsibility, in line with the one-strike policy of the Philippine National Police.

Senior Supt. Edward Carranza, director of the Negros Oriental Provincial Police, said Insp. Deogracias Lorico of the Valencia Police Station was relieved yesterday; while Chief Insp. Dominiciano Distrito of the Tanjay City Police, and Insp. Rolando Asidoy of Sta. Catalina police station, were sacked Wednesday.

Asidoy is also facing an administrative complaint for being remiss in his duty to prosecute the suspects in an anti-illegal drugs operation, Carranza said.

“Asidoy is undergoing a summary investigation due to his failure to file the necessary information against suspects within the reglementary period, prompting the suspects to go scot-free”, Carranza added. He did not elaborate on the drug case he was referring to.

Carranza designated Chief Insp. Arthur dela Rosa to replace Distrito, and Insp. Rogelio Pacificar for Asidoy. Lorico’s replacement has yet to be known.

He added that 22 more chiefs of police will also be relieved if they fail to meet the expectations of the provincial command.

But Joel Obar, of the Integrated Bar of the Philippines Negros Oriental chapter, said that until there are no bettors, illegal gambling is here to stay.

He noted that only the small ones are put in jail, while the big fishes go scot-free. It is even an open-secret who are the financiers of illegal gambling, Obar added.

Some Negrenses also said that the one-strike policy of the police is hypocrisy in its highest form, as records will show that illegal gambling thrives anywhere in the country.*JG
