dev’t consortium

An ordinance establishing the Community Development Consortium for People-Public-Private Partnership, was approved by the Bacolod Sangguniang Panlungsod on third and final reading last week.

The ordinance was authored by Councilor Em Ang and co-authored by Councilor Caesar Distrito.

It said Bacolod City was the only pilot city selected by the Partnership Democratic Local Governance in Southeast Asia (DELGOSEA) for transnational replication project of best practices selected from among five Southeast Asian countries intended to improve living conditions of disadvantage groups by helping increase their participation in local planning and decision making.

The ordinance said that in 2010, the city government of Bacolod City signed a memorandum of understanding with DELGOSEA as one of th pilot areas in the Philippines to replicate chosen best practice.

It said the Bacolod City government selected the best practice of Toul Sangke, Cambodia on PPPP in improving local infrastructure to replicate in Bacolod.

The concept is viewed as a best practice model because of its impressive results such as people participation and support of stakeholders in social development, resulting in increased confidence of the community, to support government, among others, the ordinance said.

In order to sustain the gain from the replication project, the city recognizes the need to create a PPPP consortium operation of present and future infrastructures and services to the people, as well as achieve the objective of the PPP concept.

Meanwhile, the SP approved on first reading Monday an ordinance allocating P3 million annually to the Senior Citizens Center, managed and operated by the Federation of Senior Citizens Associations of Bacolod City, Inc. for administration, supervision and maintenance and for other purposes.

Authored by Councilor Catalino Alisbo, the ordinance said a memorandum of agreement was entered into by and between the regional director of the Department of Social Welfare and Development, City of Bacolod, represented by Mayor Ecelio Leonardia, and the FSCAB on September 25, 1996, where the parties have agreed to fully support the implementation of the Senior Citizens Center, as a focal point in the delivery of needed social services for senior citizens.

It said that with the devolution of DSWD program and services, as well as personnel of regional/full offices to the local government, cities and municipalities will be called upon to provide administrative support and supervision to the Senior Citizens Center which will be administered, managed and operated by the Federation of Senior Citizens Associations of the Philippines.

The ordinance also provides that there should be allocated each fiscal year P3 million for management, projects, programs and administration of the Senior Citizens Center from the general fund of the city based on the joint circular of the Department of Budget and Management and the Department of Interior and Local Government.*CGS
