Two arrested for abduction,
child abuse in Bacolod: cop

A construction worker was apprehended by Station 10 policemen at his house in Brgy. Handumanan, Bacolod City, at about 2:30 p.m. Thursday allegedly for abducting and raping the daughter of his friend about three years ago.

Station 10 chief, Senior Insp. Terence Paul Santa Ana, said that Gil Matulac, 48, of Purok Paho in Brgy. Handumanan was nabbed by virtue of an arrest warrant issued by Regional Trial Court Branch 41 Judge Ray Alan Drilon, who set his bail at P200,000, a police report showed.

The charges against Matulac were filed in 2009 by his neighbor, who claimed that the suspect molested his minor daughter, but which Matulac denied, Santa Ana said.

Matulac told the police that he and the complainant already settled the matter and was surprised to learn that an arrest warrant was issued against him, Santa Ana also said.

Meanwhile, Station 10 policemen also apprehended Richard Canoy, 34, of Zone 8, Brgy. Handumanan, at about 7:30 p.m. Wednesday, on the strength of an arrest warrant for child abuse charges, issued by Drilon, who set his bail at P80,000.

‘Interpol member’
nabbed for illegal gun

An alleged member of the International Police Commission was apprehended by Station 1 policemen for illegal possession of firearms at about 10 p.m. Thursday.

Station 1 commander, Chief Insp. Adonis Rosales, identified the one arrested as Ramel Bagsik Palomares, 33, of Brgy. Taytay in Loon town, Bohol, and a temporary resident of Sitio Magsungay, Brgy. Singcang-Airport, Bacolod.

Rosales said Senior Police Officer 1 Dave Dollosa, Police Officer 2 Joey Genterola and PO1 Philip Francis Cañete were conducting “Oplan Bakal” and passing by Music Pearl KTV at Rosario-Araneta streets, Bacolod, when they saw Palomares at the bar, holding a .45 caliber pistol and two magazines.

When confronted by policemen, Palomares reportedly introduced himself as a member of the Interpol, but failed to present the permit to carry the gun, Rosales also said.

Charges for illegal possession of firearms are being readied against Palomares, who is detained at Police Station 1 lockup cell.*APN

18 days versus gender
violence start Sunday

The Provincial Council for Women-Negros Occidental will mark the 18 Days of Activism Against Gender Violence, tomorrow until Dec. 12, and is encouraging the participation of local government units and organizations in the province.

This year’s campaign, on the theme “VAW-Free Society in Times of Peace, Conflict and Calamity,” will focus on gender-based violence during disasters and armed conflict situations, Silay Councilor Marie June Pavillar-Castro, PCW provincial chairperson, said.

DILG Secretary Mar Roxas, in a memorandum circular, said the marking of the 18-Day Campaign to End Violence Against Women is also in line with the international theme anchored on the intersections of gender-based violence and militarism, and with the recent onslaught of calamities, that affected many women and children, which made their more vulnerable to gender-based violence.

The campaign aims to raise awareness about gender-based violence in crisis situations for national government agencies, LGUs and the general public.*GPB
