Paglaum plebiscite in
December unlikely

The scheduled December 15 plebiscite for the ratification of the creation of Paglaum as a new barangay of Bacolod City may not push through this year.

This came after the Commission on Elections en banc issued a resolution that it will no longer entertain requests for the conduct of plebiscites at this time, Bacolod COMELEC Officer Mavil Majarucon-Sia said Saturday.

They received the COMELEC en banc resolution, sent by the Office of the Deputy Executive Director for Operations Friday, informing them that it is not possible anymore to hold a plebiscite on December 15 for the creation of Barangay Paglaum, she said.

It is because, at this time, the COMELEC is already very busy in the preparation for the May 13, 2013 elections, she said.

The resolution also said that, if ever a plebiscite will be held, it should be after the May 13 elections, she said.

Majarucon-Sia said she will be sending a letter to Gemeno Ymballa, one of the convenors of the proposed Barangay Paglaum, to inform their group about the COMELEC resolution.

The ordinance creating Brgy. Paglaum was passed by the Sangguniang Panlungsod of Bacolod City on September 11, and signed by Mayor Evelio Leonardia on September 26.

The city has allocated P3 million for the plebiscite.*CGS
