Governor: SPA
privilege not right

Negros Occidental Gov. Alfredo Marañon Jr. yesterday said he approves the Special Project Allocation of elected provincial government officials if it is used to benefit their constituents, and not for politicking.

In fact, yesterday he signed the P1,266,600 SPA of Vice Governor Genaro Alvarez Jr. for the payment of PhilHealth coverage of indigent families, the governor said.

The governor was responding to allegations that he was not granting SPAs needed for projects of board members aligned with Alvarez, who is running for governor against him in the May 2013 polls.

The SPA is a privilege, not a right, and its approval is within the authority of the governor, Marañon said.

The governor asked why he should release the SPAs if they attach him, and do not even come to see him.

“It’s quid proquo, you scratch my back, I scratch yours,” he said.

He said one official, whom he did not name, asked for funding for tarpaulins only to put the face of his wife, who is running for public office, on it.

The governor said there is also one public official who replaces the tires on his vehicle three times a year, using government funds.*CPG
