SP dismisses raps
vs. councilor

The Sangguniang Panlalawigan of Negros Occidental, in an en banc session, yesterday, dismissed the complaints of dishonesty, grave misconduct and grave abuse of authority filed by Candoni Mayor Jechonias Manzano against town Councilor Aldrin Diego, for lack of jurisdiction.

The complaint involved the alleged taking over by Diego of a 14,400 square-meter lot in Brgy. East, Candoni that had been earmarked for a farm laboratory of the Negros State College of Agriculture in the town

In his complaint, Manzano said that Diego, with grave abuse of authority as member of the Sangguniang Bayan of Candoni, ordered the occupation, plowing and cultivation of the lot in Sept. 13, 2010, that he claimed to own.

While Diego’s workers complied with the Cease-and-Desist Order he issued to stop the cultivation, Manzano said the respondent ordered the destruction of a fence put up by the municipal government, plowed and occupied it, before planting it with rice on. Nov. 1, without permission from the Office of the Municipal Mayor.

Board Member Raul Rivera, chairperson of the SP committee on Laws and Ordinances, yesterday recommended that both parties elevate the case to the court.

Rivera said both parties failed to present land titles to show ownership of the disputed lot. *GPB
